      • Combine those that are redundant
    • For each node on the mission hierarchy diagram develop mission description statement.
    • Store mission hierarchies in the Metabase System. Reflect, as necessary Mission networks in the Metabase system as well.
    • Factor out of mission node description statement any characterizations as to Who or How.
    • Ensure that all Mission description objectives are in an idealized form.
    • Present, review, and revise mission statements with enterprise stakeholders and subject matter experts.
  2. For Enterprise Organizations

      • Ensure that the diagram reflects the reality of the enterprise as it currently exists, not idealized or planned.
    • For each node on the organization hierarchy diagram develop organization description statement.
    • Store organization hierarchies in the Metabase System. Reflect, as necessary organization networks in the Metabase system as well.
    • Factor out of organization node description statement any characterizations as to Why or How.
    • Ensure that all organization description objectives are in real form without regard to efficiency and effectiveness.
    • Present, review, and revise organization statements with enterprise stakeholders and subject matter experts.
  3. For Enterprise Functions
    • Build a top-down function diagram all the human-centric processes that are accomplished within the enterprise in the accomplishment of the enterprise organizations.
    • Review completeness of the identified functions
      • Retain all functions regardless of centralized or decentralized existence within the enterprise.
      • Retain all functions that serve a single business mission or multiple business missions.
      • Retain all function descriptions that are different from each other because of style of execution
      • Ensure that the diagram reflects the reality of the enterprise as it currently exists, not idealized or planned.
    • For each node on the function hierarchy diagram develop function description statement.
    • Store function hierarchies in the Metabase System. Reflect, as necessary function networks in the Metabase system as well.
    • Factor out of function node description statement any characterizations as to Why or Who.
    • Ensure that all Function description objectives are in a real form without regard to efficiency, effectiveness or style.
    • Present, review, and revise function statements with enterprise stakeholders and subject matter experts.
  4. Intersect Missions and Organizations
    • Identify for each organizational unit those missions nodes that are responsible for accomplishing the mission.
    • Record the organizational accomplishment of a mission in the Metabase System as an intersection of mission and organization.
    • Accomplish the intersections via the contextual relationships of the mission hierarchies and/or networks to the organization hierarchies and/or networks.
    • Retain the existing mission accomplishment organizational allocations regardless of efficiency or effectiveness.
    • Present, review, and revise mission-organization intersections with enterprise stakeholders and subject matter experts.
  5. Intersect Mission-Organizations intersections with Functions.
    • Identify for each mission-organization those function nodes that are responsible for carrying out the processes associated with the organizational accomplishment of the mission.
    • Record the functional processes of a mission-organization in the Metabase System as an intersection of mission-organization with function.
    • Accomplish the intersections via the mission-organization intersection to the function hierarchies and/or networks.
    • Retain the existing function accomplishment mission-organization allocations regardless of efficiency or effectiveness.
    • Present, review, and revise mission-organization-function intersections with enterprise stakeholders and subject matter experts.
